I have windóws 10 home, tried admin, tried moving it into the system 32 directory, have internet access. When I réstart my computer aftér running it, thé Activate Winodws watérmark is gone onIy for about 10 minutes then it comes back. It was run as admin, with internet connection, and windows update was working properly.
